Publication Ethics and Research Integrity

Jurnal Elektronika dan Telekomunikasi (JET) is committed to upholding high standards of publication ethics, research integrity, and responsible scholarly communication. This statement outlines the responsibilities of authors, editors, reviewers, and the publisher throughout the publication process. It is informed by the ethical principles and guidance of the Committee on Publication Ethics (COPE) and should be read together with JET’s related editorial and publication policies.

1. Duties of Editors

Editorial Independence and Decision-Making

The Editor-in-Chief and designated editors are responsible for editorial decisions on manuscripts submitted to JET. Decisions are based on scientific merit, originality, clarity, relevance to the journal’s scope, and the results of the applicable editorial and peer-review processes.

Editorial decisions must be made independently of commercial considerations, advertising, and inappropriate institutional or personal influence. Authors must be treated fairly and without discrimination based on personal characteristics or institutional affiliations unrelated to the scholarly assessment of their work.

Further details are provided in JET’s Peer Review Process and Editorial Independence and Conflicts of Interest Policy.

Confidentiality and Personal Data Protection

Editors and editorial staff must protect the confidentiality of submitted manuscripts, reviewer reports, and related editorial communications. Information may be disclosed only to individuals authorized to participate in the editorial and publication process.

Personal data collected during submission and peer review must be handled in accordance with JET’s Privacy Statement and applicable data-protection requirements. Editors must not use unpublished research materials for personal or professional advantage without the authors’ express written consent.

Conflicts of Interest

Editors must disclose relevant competing interests and must not handle manuscripts where their impartiality could reasonably be compromised. In such cases, the manuscript should be assigned to another qualified editor.

Review Quality and Responsible Use of Digital Tools

Editors are responsible for ensuring a rigorous, fair, and objective editorial and peer-review process. Appropriate screening software and digital tools may be used to support editorial assessment, provided that confidentiality, intellectual property rights, and research integrity are protected.

The use of generative artificial intelligence (AI) must comply with JET’s Generative AI Use Policy. AI tools must not replace qualified human judgment in editorial decision-making.

2. Duties of Reviewers

Contribution to Editorial Decisions

Peer review supports editorial decision-making and helps authors improve the scientific quality, technical accuracy, and presentation of their manuscripts. Reviewers are expected to provide constructive, clear, objective, and evidence-based assessments.

Promptness and Availability

Reviewers who feel unqualified to evaluate a manuscript or cannot complete a review within the requested timeframe must promptly notify the editor and decline or withdraw from the assignment.

Confidentiality and Responsible Use of AI

Reviewers must treat manuscripts and review materials as confidential and must not disclose them to unauthorized individuals or public or unauthorized generative AI systems. Reviewers remain responsible for their reports and must comply with JET’s Generative AI Use Policy when using AI tools.

Objectivity, Competing Interests, and Acknowledgment of Sources

Reviews must be objective, constructive, and supported by relevant arguments and technical evidence. Personal criticism of authors is inappropriate.

Reviewers must disclose competing interests and decline or withdraw from assignments where their impartiality could reasonably be compromised.

Reviewers should identify relevant work that has not been cited and alert the editor to substantial similarity, potential plagiarism, or other publication-ethics concerns.

Further details are provided in JET’s Peer Review Process and Editorial Independence and Conflicts of Interest Policy.

3. Duties of Authors

Reporting Standards and Originality

Authors must present an accurate account of their research and an objective discussion of its significance. Research findings, data, methods, and technical parameters must be reported accurately and with sufficient detail to support appropriate assessment and, where feasible, reproducibility.

Fabrication, falsification, plagiarism, and the knowing misrepresentation of research findings are unacceptable. Authors must ensure that their work is original, appropriately acknowledge the contributions of others, and comply with applicable copyright and licensing requirements.

Research and Technical Ethics Standards

Authors must comply with JET’s Research Ethics Policy, where applicable. Depending on the nature of the research, this may include ethics committee approval or a documented exemption, informed consent, appropriate protection of personal data, and authorization for cybersecurity or vulnerability testing.

Authors must accurately report applicable ethical safeguards and provide supporting documentation when reasonably requested by the journal.

Competing Interests

Authors must disclose financial and non-financial competing interests that could reasonably be perceived as influencing their research or its interpretation. Where no competing interests exist, authors should provide an appropriate declaration.

Further details are provided in JET’s Editorial Independence and Conflicts of Interest Policy.

Data Availability and Research Integrity

JET encourages research transparency and the sharing of relevant research data, source code, simulation setups, and other supporting materials where feasible. Authors are encouraged to make such materials accessible in accordance with JET’s Data Availability and Sharing Policy.

Authors must retain sufficient research records to support the integrity of their work and be prepared to provide relevant data or supporting documentation when reasonably requested to investigate questions concerning research accuracy or integrity. Such requests are subject to applicable confidentiality, intellectual property, privacy, legal, and institutional restrictions.

Multiple, Redundant, or Concurrent Publication

Authors must not submit the same manuscript simultaneously to multiple journals or publish substantially the same research as an original article in more than one primary publication without appropriate justification and disclosure.

Academic theses and dissertations, preprints, and preliminary abstracts, posters, or presentations are generally not considered duplicate publication when they do not constitute prior publication of substantially the same full research article and comply with JET’s applicable policies.

Full conference papers and other substantially overlapping publications must be disclosed at submission. The editorial team will assess the originality and extent of the contribution, the acknowledgment of previous work, applicable copyright requirements, and eligibility for publication in JET. Disclosure does not guarantee acceptance.

Further details concerning prior dissemination and permitted sharing are provided in JET’s Intellectual Property Policy.

Authorship and Contributorship

Authorship must be limited to individuals who have made substantial intellectual contributions to the research, approved the final manuscript, and agreed to be accountable for their contributions. All individuals who meet the applicable authorship criteria must be appropriately credited, and individuals who do not meet those criteria must not be listed as authors.

The corresponding author is responsible for ensuring that all listed authors have approved the final manuscript and agreed to its submission. Requests to change the author list after submission must be justified and supported by written agreement from all affected authors.

Where authorship or contributorship disputes arise, JET may pause the editorial or publication process, as appropriate, and seek clarification from the authors or relevant institution. JET does not arbitrate personal or institutional authorship disputes.

Generative AI Use

Authors must comply with JET’s Generative AI Use Policy. AI tools must not be listed as authors or co-authors. Authors remain responsible for the accuracy, originality, integrity, and proper attribution of all submitted content, including content produced or assisted by AI tools. Any required disclosure of AI use must follow the journal’s policy.

Research Misconduct and Manuscript Withdrawal

Suspected plagiarism, fabrication, falsification, citation manipulation, or other research misconduct will be handled in accordance with JET’s Research Misconduct and Plagiarism Policy.

Authors wishing to withdraw a manuscript must follow JET’s Manuscript Withdrawal Policy. Withdrawal requests must be submitted through the designated editorial channel and are subject to the conditions stated in that policy.

4. Duties of the Publisher and Post-Publication Actions

Publisher Responsibilities

The publisher provides the administrative, technical, and financial support required for JET’s editorial and publishing operations, including its online submission and publication platform.

The publisher supports the preservation and continued accessibility of published content through the arrangements described in JET’s Digital Preservation and Archiving Policy and supports the accurate registration and deposit of article metadata with relevant DOI registration agencies and other applicable services.

Inclusion in external indexing and abstracting databases is subject to the requirements and decisions of the respective services and cannot be guaranteed by JET. Editorial decisions must remain independent of the publisher’s commercial and other interests.

Appeals and Formal Complaints

Authors may appeal editorial decisions in accordance with JET’s Editorial Decision Appeals Policy. Appeals must provide clear, evidence-based reasons addressing the grounds for the decision.

Complaints concerning JET’s editorial processes, reviewers, editors, or publishing practices may be submitted in writing to the editorial office through the contact details provided on the journal website. Complaints will be assessed impartially and handled confidentially to the extent reasonably possible. Where appropriate, JET may seek advice from an uninvolved editor, the publisher, or a relevant institutional or professional body.

Complaints concerning the Editor-in-Chief or matters that cannot be handled impartially within the editorial team should be referred to an appropriate alternative authority. Appeals and complaints will be handled in accordance with the relevant procedures and policies.

Research Misconduct Allegations

JET takes allegations of research and publication misconduct seriously. Allegations will be assessed in accordance with JET’s Research Misconduct and Plagiarism Policy and relevant ethical guidance. Depending on the circumstances, the journal may request explanations or supporting documentation, consult independent experts, or refer the matter to the relevant institution.

Appropriate action will be determined in light of the available evidence and applicable policies.

Corrections, Retractions, and Post-Publication Integrity

Where concerns arise about the reliability, integrity, or ethical compliance of a published article, JET will assess the matter and take appropriate action in accordance with its Corrections, Retractions, and Article Removal Policy.

Depending on the findings, action may include a correction, an expression of concern, a retraction, or, in exceptional circumstances, removal of content where justified by applicable law or the journal’s policy. JET is committed to maintaining the integrity and traceability of the scholarly record and will provide appropriate notices and links to affected articles whenever practicable.

Requests to remove published content will be considered in accordance with the applicable policy and legal requirements. Published records will not be removed merely because an author no longer wishes to have an article available.

5. Required Agreements and Documents

Authors must complete specific administrative and ethical steps during submission and acceptance:

  1. Initial Submission: Authors must submit the JET Ethical Statement with their manuscript to document declarations on originality, authorship, and research ethics per the Author Guidelines.
  2. Upon Acceptance: Authors must complete and submit the Copyright Transfer Agreement, where required by JET. The agreement must be consistent with the open-access provisions, Creative Commons licensing arrangements, and intellectual property terms described in JET’s Intellectual Property Policy.
  3. Publication Fees: Information about applicable publication charges, exemptions, and waiver arrangements is provided in JET’s Publication Fees Policy. Publication fees must not influence editorial decisions.

JET’s publication ethics requirements apply throughout submission, peer review, acceptance, publication, and post-publication assessment. Potential violations will be addressed in accordance with the relevant JET policies.
